摘要：

借鉴人类发展指数来研究政府财政支持农村发展的效果,该指数评价人类社会在经济、健康和教育三个方面的发展。结果表明,财政支持农民收入、农村教育和农村居民健康的支出促进了中国农村人类发展,且对农村教育和健康财政支持的效率较大,同时农民为提高健康水平的医疗卫生负担沉重,阻碍了农村人类发展水平的提高,因而需要进一步加大财政支持农村发展的规模,进一步提高支持效率。

Abstract: The concept of human development by UNDP and that of scientific development by CCP have much in common.This paper studied the effect of government's fiscal support on rural development in China by means of HDI which includes rural residents' income,health,and education.The results show that government's fiscal support has enhanced human development in the countryside and the support for education and health in rural area is most efficient.However,farmers' burden of medical care remains heavy,which has hampered the development in the rural area.Therefore,it is urgent to enhance the scale and efficiency of government's fiscal support for the rural development.
